When Yao and Shun were leaders, the common people were all of the same mind and morality as them; now that I am the leader, the common people are not of the same mind and morality as me, and do this thing that harms others and benefits themselves, so I feel very painful in my heart!"
Yu immediately ordered his attendants to take out a turtle board, inscribed the words "The people are guilty. It lies in one person" on it, and then ordered the sin to be released.
